Bid Title: Housing Study and Taskforce Facilitation Request for Proposals

The City solicits proposals from consultants with the following desired outcomes and deliverables:
  1. Comprehensive Housing Study: Detailed and digitally formatted housing study that can be posted publicly and addresses, at the minimum, the following topics:
    1. The City’s housing stock (past, present, & future)
    2. Fishers’ housing market comparison to comparable communities and national averages
    3. An analysis of the remaining undeveloped land and potential buildout
    4.  Factors impacting housing attainment & preservation.
    5. e. Housing density and its impacts on the community such as school enrollment, emergency services, infrastructure, and property tax revenues.
  2. Creation of common vocabulary related to housing: The City of Fishers wishes to have a clearly defined set for terms that can be used in the discussions with the Housing Taskforce and City leaders, and in educating the broader community and Fishers’ residents. One specific example is “affordable housing”.
  3. Facilitation of the City’s Housing Taskforce: Throughout the project, City staff and the Housing Taskforce should be provided opportunities to review findings.
  4. Suggested Policies: At the end of the taskforce meetings, the City would like to have clear policies developed regarding:
    1. Desired future housing developments and housing stock in Fishers and a plan to encourage these.
    2. Neighborhood maintenance and revitalization programs.

The total budget for this project is $50,000. In the consultant budget submitted with the proposal, please indicate areas where the City can minimize cost. If the proposed scope of work exceeds the City's total budget, please indicate which components of the consultant budget could be completed within the City's allotted budget and which would require additional funds.

City staff will assist in project management and administration, and will coordinate and schedule all meetings, take notes as needed, and distribute information. Moreover, City staff will have access to certain City and County housing records and maps for utilization.
