The City of Fishers Controller’s office is fully committed to providing citizens financial transparency with the goal to foster engagement and trust. The state of Indiana is already ranked as the second best state in America for providing data, and Fishers hopes hope to add to the resources already available.
What information does the state provide?
Fiscal indicators that include analytics on a per capita basis, employee compensation, budget hearings and proposals, TIF information, cash basis financial reports, and many more financial reports.
What information does the City make available?
Comprehensive Annual Reports:
These reports have received clean audits from the State Board of Accounts since Fishers became a City under Mayor Scott Fadness. Fishers report has received the award for going beyond the minimum generally accepted accounting principles, making all financial reporting and independent audit reports available to the general public.
GFOA describes the award received as “budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOAs best practices on budgeting and then to recognize individual governments that succeed in achieving that goal.”
Comprehensive TIF report:
The Controller’s office created the a comprehensive TIF report in the spirit of transparency and full disclosure
Interactive Transparency Site:
The Portal allows residents to see exactly how taxpayer dollars are being used. The portal is designed to bring visibility, openness and accountability to the City’s operations. The portal features interactive graphs that allows users to view revenue and expenses by fund, department and type.
The City publishes on Board of Works agendas all contracts and expense dockets. During the Budget process the City provides a full preview of the future year’s expenses, investments, and tax rate. The City has — and projects to continue to have — the lowest unit tax rate in Hamilton County and the largest 15 cities in Indiana.
