Position Description: 
The City of Fishers, which was recently named the #1 place to live in the U.S. by Money Magazine, prides itself on being a smart, vibrant, and entrepreneurial community. In order to continue to become more effective and efficient, the City is undergoing a digital transformation in an effort to provide the most modernized systems, processes, and ways of doing business for our staff. The Business Solutions Group is charged with this modernization effort for the entire City. We are seeking an innovative leader, passionate about their job and the community, who can successfully implement solutions and promote positive change.

The Program Manager for the Business Solutions Group, reporting to the CIO, will champion business transformation throughout the City. This position will lead multiple work streams at a time, implementing new software solutions, engaging with other departments at all levels, and manage small teams focused on improving the effectiveness and efficiency in our systems and processes. This position will require the ability to effectively build relationships with key stakeholders throughout the organization, successfully own and drive work streams to completion, and the technical knowledge to engage with vendors and understand and build our data and application strategy.

  • Own the overall delivery of the projects to which you are assigned, making sure all aspects are in place and working effectively to deliver value. 
  • Successfully manage and drive business transformation with City leadership, staff, teammates, and key stakeholders.
  • Continuously set the mission, vision, and plan for a project, assuring leadership and key stakeholders that the work being completed meets the overall modernization strategy and provides value.
  • Mediate complex technical and business discussions with city staff and vendors.
  • Create, update, and track project plans and related documentation/tools to aid the team in in being successful and to help in communicating with key stakeholders.
  • Foster collaboration and a culture of innovation and openness.
  • Prioritization and assignment of work, staff resources, and budgetary and/or supply resources.
  • Assist with development and implementation of departmental goals, objectives, and policies as well as ensure collaboration with other City departments and external stakeholders.
  • Analyze and assess programs, policies and operational needs.

Minimum Qualifications
Bachelor's degree; Demonstrated ability to lead, problem solve, and deliver results; 1-3 years experience with technology development projects; Exceptional written, verbal, and interpersonal communication skills; Must be detail-oriented with excellent organizational skills; Ability to interact professionally with a diverse group, including elected officials, department heads, vendors, and subject matter experts; Desired: experience leading technology projects of various size, through the full project life cycle, including detailed system/software development life cycle, with multiple teams, vendors, interfaces, and stakeholders involved.
