The Indiana General Assembly adopted in 2006 the Government Modernization Act. The purpose of this article was to 1) Grant broad powers to enable political subdivisions to operate more efficiently by eliminating restrictions under existing law that impede the economy of operation; interfere with the ease of administration, inhibit cooperation among, and thwart better by political subdivisions; 2) Encourage efficiency by and cooperation among political subdivisions to reduce reliance on property taxes and enhance the ability of political subdivisions to provide critical and necessary services; and 3) Strengthen the financial condition of state government.
The Town Council of the Town of Fishers and the Fall Creek Township Advisory Board passed resolutions in 2010 to look at the consolidation of the two entities to unify into one local government. Three members from each entity were appointed to the Reorganization Study Committee on May 25, 2010 to begin the work of studying consolidation and provide recommendations to the elected bodies.
